 Brief Biography (William Tay)


openquotes.png William Tay is with Microsoft Singapore, performing the role of a Solutions Manager taking care of the Microsoft application development platform. He spends most of his time bridging the technical and business paradigms within the Public Sector. Before this current role, he functions as an Senior Consultant / Solution Architect by day with NCS Pte. Ltd., a premier APAC Systems Integrator based in Singapore. His interests include all things distributed and he loves paying the <angleBrackets /> tax for it. He has done a fair amount of work in the implementation of XML Web Services. By night, he turns house-husband and still scrubs everything with SOAP.

Most of his technical domain expertise takes its roots before his assimilation into Microsoft. He has done lots of research, development and implementation work in applying Web Services in environments of Service-Orientation. He is a recognized Web Service / WS-* expert of Microsoft and is selected as their External Independent Product Distributed Systems / Web Services / Windows Communication Foundation (WCF) Digerati in Asia Pacific. As such, he travels to international locations on invitation by Microsoft Corp to deliver Web Services-related architecture / .NET Technologies such as WCF and Windows Workflow Foundation (WF) presentations, consultancies and trainings to its top Enterprise and ISV customers and subsidiaries.

William's business domain also takes its roots when he dealt with CEOs, CIOs, CFOs and other CxOs of large publicly-listed companies as well as running his own company business very early into his career. He strongly believes in technology being a business enabler but also believes that businesses sometimes doesnt know how to exploit technology enough for it to be a (cost) effective enabler. He loves engaging the business level and helping them find technical solutions to their business problems, bearing constraints in mind.

Prior to joining Microsoft, besides being a Microsoft Most Valuable Professional (MVP) for Solutions Architect, William is also one of the very few Microsoft Regional Directors in the world and writes for leading Software Architectural magazines (MSDN, DevX, SDA.NET, etc ...) on-line and in-print. He speaks frequently in MSDN circuits, Webcasts, Microsoft PDCs, TechEDs, and other academic and industrial technology events. True to his unconventional self, William sometimes chooses to speak or write about topics that many people would not. Examples include: Security Planning and Strategies In An Enterprise Architecture, Routing SECURED SOAP Messages through multiple intermediaries, WSE2.0 Interoperability with WCF and the Migration Incentive, etc .He is also a speaker of the INETA Speakers Bureau and contributes a fair amount of his time to community work in helping professionals in the software development field.

William sits on the Knowledge Community Advisory, focusing on Interoperability for the International Association of IT Architects (IASA). He is also a founding member and a XML Services Expert and Moderator of one of the INETA charter member sites (Singapore Professional DotNet Usergroup). He also sits on the panel of Subject Matter Experts on Web Services of the National Infocomm Competency Center of Singapore, together with XMLOne Usergroup and Singapore IT Federation, to craft out the Certified Web Services Professional (CWSP) Certificate.
